Fines list: Warrnambool court penalties add to city coffers

WARRNAMBOOL City Council residents and visitors are the best part of $20,000 out of pocket after the latest round of prosecutions through the Warrnambool court.

The fines were issued for a range of offences including parking infringements, having an open container of alcohol in the central business district and one driver was fined for emitting music from a vehicle at an unreasonable volume.

The largest impositions were for having a dog at large with one resident fined $1050.

Parking fines were topped by one woman who is almost $500 worse off.

Council health and local laws acting manager Peter McArdle said the council had a policy of pursuing all fines issued that had not been waived on appeal.

He said only a small percentage of the fines issued ever ended up being pursued through the Warrnambool Magistrates Court.

Mr McArdle said when fines were initially issued there was 28 days to pay, followed by a reminder and another 28 days, with a final reminder allowing another 14 days.

“Obviously costs are incurred through that process. Council sets parking fines but most other fines, such as for animal offences, are set by the state government,” he said.

“The majority of fines are paid during the reminder process but the costs do run up. My advice is if you do receive an infringement notice and have no grounds for appeal then pay it.”

The officer said that while people complained about getting fined for their animals wandering, there were an equal number of people contacting the council complaining. “If you have your dog on a lead or contained on your property then you are more than likely never going to be in contact with council officers,” he said.

Corey Clark, of Boundary Road, Cobden: emit music from a vehicle with unreasonable volume - not convicted, placed on a 12-month good behaviour bond and ordered to pay $94 costs.

Marungache Gillett, of Saywell Court, Warrnambool: open alcohol container in a restricted area - not convicted, placed on a six-month good behaviour bond and ordered to pay $94 costs.

Andrea Miar, of Loyola Avenue, Warrnambool: open alcohol container in a restricted area - not convicted, fined $122 with $94 costs.
